Report on JSC Meeting, 02-04 April 2001




The Joint Steering Committee for the Revision of AACR, chaired by Ann Huthwaite, met in Washington D.C., 02-04 April 2001. The meeting was a very productive one. Since the meeting’s official minutes won’t be forthcoming for a while yet, the following is intended as a summary of the meeting’s high points until the official record is available — and to indicate where ALA action is necessary.

  4.     Recommendations concerning revision of Rule 0.24 [4JSC/ALA/30, etc.] &
20.     JSC Format Variation Working Group [4JSC/Chair 71, 4JSC/Chair/72]

  • Jennifer Bowen joined JSC for a discussion of next steps for the newly formed International Working Group she chairs. The W/G is currently reviewing the FRBR definitions of Work, Manifestation, and Expression, and the 4JSC/ALA/30 series.
  • Next, the W/G plans to take some bibliographic records and begin to “pick them apart” to determine what data go are associated with Work, what with Manifestation, and what with Expression. OCLC Europe’s Stuart Hunt has been assigned by W/G member Janet Lees to help the group build a test database.
  • Of the five options suggested as means for dealing with format variation issues, the group seems at this point to be leaning toward Option 5.
  • Matthew Beacom volunteered to work with Yale Systems staff to set up a WIKI (?) environment for the group to track its discussions, documents, etc..
  • An Interim Report from the W/G is due to JSC by 1 October 2001.

15.     Multipart items in AACR2 [4JSC/LC/51, etc.]

  • Deferred pending full BL response.

  5.     Rule revision proposals for cartographic proposals (Chapter 3, etc.) [4JSC/ALA/31, etc.]

  • 4JSC/ALA/31/ALA follow-up/2 approved w/ modification, pending BL response.
  • ALA (Larsgaard) to prepare 4JSC/ALA/31/ALA follow-up/3: “clean copy” text with all revision marks and explanations omitted.
    Action: ALA.

  7.     Principles of AACR2

  • Tillett to prepare public document for distribution to constituents for information before ALA Annual 2001.

  8.     Nonroman access points (20.5) [4JSC/ALA/32, etc.]

  • All constituent responses to this document have been negative, suggesting that nonroman access should be accommodated via authority records rather than added entries.
  • ALA to consider withdrawing the document and whether it wishes to pursue the larger authority record issue instead.
    Action: ALA.

  9.     Appendix of major and minor changes [4JSC/ALA/34, etc.]

  • Constituent responses are due to ALA by 15 May 2001.
  • JSC recommends that the proposed revision of 24.1C not be considered as part of 4JSC/ALA/34/Rev, but that ALA create a new proposal specific to that rule (with attendant justification, etc.).
    Action: ALA.

10.     Rule revision proposals to make the “rule of three” optional [4JSC/ACOC/1, etc.]

  • Constituent responses, including that being prepared by the CC:DA T/F, are being prepared.

17.     Specific characteristics of electronic resources (Chapter 9: Areas 3, 5, 7) [4JSC/ALA/36, etc.]

  • Constituent responses are due to ALA by 15 May 2001.
  • In the meantime, JSC recommends not finalizing specific rule revision proposals.

19.     2000 Annual Report of JSC [4JSC/Chair/70]

  • Typo at top of page 6 (“1999” to “2000”) corrected.

25.1.   ISBD(M) 2001 revision draft

  • By mid-June, NLC to prepare a general draft response to go out, following JSC review, as a JSC Chair document.

25.2.   Rule revisions, 3rd package

  • Completed and delivered to Mary Ghikas for transmission to ALA Publishing.

26.     Next Meeting

  • To take place the week of 5 November 2001 in Ottawa.

  6.     Publisher statement repeating data from title, etc. area (1.4D4) [4JSC/LA/1, etc.]

  • Constituents are to await receipt of 4JSC/LA/1/LA follow-up/CCC response before responding ourselves.
  • JSC Chair to advise John Byrum of impact on ISBD(M) if applicable.

12.     JSC Web site

  • John Attig, JSC Webmaster, joined JSC to demonstrate and review the now-public site.
  • JSC agreed that the public Principles document being prepared by Tillett will be put up, as will 4JSC/Policy/4. * JSC decided that the “Selected Documents” section should not include Agendas and Annual Reports. These are to have their own button on the home page. “Selected Documents” should include Meeting Outcomes documents (but not Minutes), plus canonical documents still in play.
  • JSC agreed to develop an internal document distribution site with documents available in document number order, in both PDF and Word formats, divided into two sections: “complete” and “in discussion.” New documents are to be copied to John Attig as well as constituent representatives, effective immediately.
  • JSC agreed that Web site maintenance is a Secretarial function long term. [cf. #29 below]

  • Tillett to prepare 4JSC/LC/48 for constituent distribution for information. Document to be revised to include reference to Jean Weihs’ survey on GMDs.

27.     Coordination between AACR2 and the ISBDs and other cataloguing standards

  • Huthwaite to send memo to John Byrum, Chair of the ISBD Review Group, reiterating end user need for expedient revision, differences in JSC and IFLA review cycles, and proposal that JSC notify ISBD Review Group when revision package is complete and point out major changes they might wish to implement in the ISBDs.

30.     JSC Secretary

  • Position description to include following responsibilities, all in consultation with Chair:
    • Web site content maintenance

  • JSC agreed that the Secretary should rotate with the Chair, and should be as close to the Chair geographically as practicable, rather than centrally located.
  • JSC agreed that the position looks to be 50% time. Mary Ghikas to convey to CoP.
  • JSC to provide Huthwaite with list of projects Secretary could carry out during “down” times.

  • Tillett agreed to investigate whether LC can put together a paper laying out the issues in re: authority records (name and series) in AACR2 for JSC discussion at its November meeting. [cf. #8 above] JSC recommends, in the meantime, removing from 4JSC/ALA/34/Rev the Addendum that proposes additional wording in re: series authority records at F.4, F.5, F.7, and F.8. [cf. #9 above]
  • JSC reviewed the draft conveyed by Strutt of a first pass at the new AACR2 General Outline. It was agreed that the General Introduction and the “conceptual chapter” referred to in some JSC documents are, and should be considered, one and the same thing. JSC provided Brown with comments to share with Strutt before the next draft is produced.
  • JSC reviewed the recommendations from Library of Congress Bicentennial Conference topical discussion groups 4a and 4b, noting that JSC was itself already pursuing a good many of them.
  • JSC reiterated to Mary Ghikas the need for constituent access to and review of the ISBD “alpha prototype” in order to determine whether ISBD-based reorganization of Part I of AACR2 merits further investigation. Ghikas will explain to the CoP that what is intended is IP domain name-controlled access for fewer than 75 people worldwide for a limited time.
  • JSC reviewed and updated its Program of Work. Judy Kuhagen, secretary for the Washington meeting, will issue the revised Program of Work ASAP.
  • It was agreed that at the next JSC meeting, Strategic Planning needs to be the 1st substantive item on the agenda, not the last.
