The following are a record of motions made and votes taken between January 23 and June 7, 2002:
- Proposed revision of 12.7B18, summary notes [CC:DA/Schiff/2002/1]
Brad Eden moved (and John Attig seconded) that we accept the rule revision proposal from Adam Schiff on rule 12.7B18, summary notes as revised.
Vote: 8-0.
The proposed revision was sent to the JSC as [4JSC/ALA/41].
- URI Task Force report with rule revision proposals

- Recommendation 1:
Attig made the motion (seconded by Mike Chopey) as amended by Dorothy McGarry and Chopey, to approve Recommendation 1 (revision to 9.8B1) in the Report of the Task Force on Uniform Resource Identifiers and AACR2:
9.8B1. Give the International Standard Book Number (ISBN), the International Standard Serial Number (ISSN), the Universal Resource Name (URN), or another identifier assigned to a resource by an internationally recognized agency as instructed in 1.8B.
Vote: 7-0.
- Recommendation 2:
Attig moved that we reject Recommendation 2 in the Report of the Task Force on Uniform Resource Identifiers and AACR2 on the grounds that, according to JSC policy, a term used only in an example is not a candidate for inclusion in the Glossary.
Chopey made a new motion (seconded by Steven Arakawa) as amended by Matthew Beacom and Attig that we accept recommendation 2 with the amended definition:
Uniform Resource Name (URN). A unique, location-independent, and persistent resource identifier assigned to a particular electronic resource and constructed according to the scheme defined by Internet Engineering Task Force (IETF) in RFC 1737.
Vote: 7-0.
- Recommendation 3:
Attig moved (and Eden seconded) that we approve Recommendation 3 (revision to 9.7B1c) in the Report of the Task Force on Uniform Resource Identifiers and AACR2.
Vote: 0-7.
- Recommendations 4 and 5:
McGarry moved (and Kate Harcourt seconded) that CC:DA not act on recommendation 4 and 5 now. Vote: 8-0.
These recommendations were sent to the JSC as [4/JSC/ALA/42].

Attig moved (and Susan Hayes seconded) that CC:DA approve CC:DA/Harcourt/1/Rev. with Beacoms suggested wording (accepted by Harcourt and seconded by Chopey) that the clean copy of the rule be worded:

21.30J. Titles
21.30J1. Title proper. Make an added entry under the title proper of every item entered under a personal heading, a corporate heading, or a uniform title.
If considered necessary for access, make an added entry in the following situations:
- for any change in the title proper of a serial that is not a major change (see 21.2A2)
- for the title proper of an earlier iteration of an integrating resource (see 21.2C)
- for the earlier/later title proper of a multipart item (see 21.2B2).
21.30J2. Variant title. If considered necessary for access, make an added entry for any version of the title (e.g., cover title, caption title, running title, panel title, title on container, title bar title) that is significantly different from the title proper.
Vote: 7-1.
